You CANNOT take local employment with a Thai company on Elite/Privilege — that requires a Non-B visa and a work permit. You CAN run a remote business or work for a non-Thai employer remotely while in Thailand.

No. Elite/Privilege is a multi-entry visa — you can spend as little or as much time in Thailand as you want during the visa term, with no minimum stay requirement.
DTV is much cheaper (10,000 ฿ government fee, 500,000 ฿ proof of funds, 5 years multi-entry). Elite/Privilege is from 900,000 ฿ but adds VIP Fast Track, lounge, concierge and stays of 1 year per entry. For most remote workers and families DTV is the better choice; Elite is for high-net-worth long-stay residents who want minimum bureaucracy.
